Here is when Katherine Leasure (administrative assistant at the One Health Institute of UC Davis) explained to Karesh (EHA) that Morzaria Subhash (FAO) would need to get a complicit Doctor's note to travel business class for a PREDICT event in Bali in Sep 2019.

Here, for instance, John MacKenzie (ws-virology.org/dt_team/john-mackenzie/) would not travel on coach for a previous PREDICT-2 even in Pacifica, a sleepy commuter town by the sea, south of San Francisco, in 2017.

Visibly John MacKenzie did not make it to that Pacifica event, as the email below from a few weeks later shows. Nor Subhash.
At EHA, there would have been more ways to travel business under a PREDICT grant:
1. Doctors' note.
2. EHA certifies the medical need itself, based on a declaration from the person.
3. Just use unrestricted funds from EHA that nobody will ask about.
With this flexibility, Karesh, Daszak and Olival of EHA all are supposed to have medical conditions requiring business class for long-distance flights.

For instance. Daszak business class travel bill (a medical need) for that trip to Bali (Indonesia), plus KL and Kota Kinabalu (Malaysia), was about $20,000.
All well detailed in this other email by Leasure (Katie).
But going back to John MacKenzie's request, it had to follow UC Davis rules, as they are the ones that organized the PREDICT event.
So Leasure (Liz) reminded Karesh that some Doctor's note was needed, unless EHA itself was willing to cover the difference with coach out of its unrestricted funds.
EHA was happy to oblige.
Rules are rules. So, Jonna Mazet of UC Davis (a major evangelist for PREDICT and the GVP) must also have medical needs documented by some Doctor's note, in order to travel business class.
Katie/Liz Leasure are surely checking it.
