transactions will expand to fill any and all block space as long as the "perceived incremental value" (PIV) from tx inclusion > fee
if there is "perceived positive net value" (PPNV) to take, someone will always seek it regardless of the tx fee
(i'm talking about inscriptions)
typically, PIV can be captured in a single transaction (you don't need a new tx per basis point of arbitrage) but many on-chain interactions in the class of "open mints" purposely discretize interaction such that the PIV a single tx can capture is capped (1 tx per Y claim)
capping PIV/tx can increase the transaction fee on a blockchain as many transactions (each with their own overhead) must now be executed instead of a single one
to make the long tail of PIV accessible, capacity must be increased until the sum of all remaining PPNV is 0
the set of actions with PPNV is subjective and near infinite (especially as tx fee is reduced to ~0)
imho best way to provide sufficient capacity is to have many, high-throughput chains (each providing their own data replication and execution capacity)
when there is a gap between your PIV of an action and the PIV of others, there may be ecosystems where you will never have PPNV and others might
in a many chain world, the set and cost of accessible actions is curated for sets of participants with similar PIV
the best way forward is to provide more capacity and for segments of that capacity to be curated based on aligned community preferences of PIV ➡️ Subnets
