#KGB leadership met on Tuesday, February 13, 1990.
Thanks to a secret doc released last week, we know what they talked about.
1. How to reduce the number of upper management positions.
Agreed to complete the process by Dec. 1993. They had no idea they'd be disbanded by then.
2. How to reform the role of the officers of active reserve.
These officers were covertly placed by the KGB in the vast number of Soviet institutions. Agreed to initiate the re-certification of the entire group.
3. How to expand the distribution of information about political and operational questions across the KGB system.
Agreed to make more use of the Sbornik, KGB Informational Bulletin, and KGB Press Office.
The rapporteur for the first two agenda items was Lt. Gen. Vitaly Ponomaryov, the deputy chairman of the KGB & the head of the Personnel Department (1985-1991).
The rapporteur for the third agenda item was Lt. Gen. Sergey Tolkunov, the long-time head of the Inspection Directorate of the KGB (1971-1990).
As the part of the third agenda item, the Inspection Directorate together with the Department Z (formerly the 5th Directorate - ideological counterintelligence) was given a week's time to prepare a report on the history of the Azerbaijan-Armenia conflict.
Also, Lt. Gen. Vadim Kirpichenko, the 1st deputy head of the FCD, was asked to ensure sharing newly obtained foreign intelligence information across the KGB system when appropriate.
