Both leading rollups have laid out their plans to dominate the app-chain thesis by creating ecosystems around their own rollups.
How do they match up?
Arbitrum Orbit will be a permissionless solution for any developer to build a L3 on top of the Arbitrum One or Arbitrum Nova.
Arbitrum Orbit L3 chains will support the upcoming release of Arbitrum Stylus, giving them the ability to develop apps in C, C++ and Rust in addition to Solidity.
Stylus is a move by @OffchainLabs to attract existing companies to adopt blockchain tech with popular languages.
Builders will also be able to use Orbit to launch their own L2, however the DAO would have to approve the project, which would probably lead to the project having to make some kind of licensing/royalty payments to the Foundation.
The annoucement of Arbitrum Orbit was overtaken by the airdrop announcement, which is a shame because it will bring a lot to the future of the Arbitrum ecosystem.
While there haven't been any announcements of projects building on Orbit yet, I see application specific chains wanting to build on top of the Arbitrum L2s.
The easiest use case I can think of would be a game launching its own L3, while allowing for their in-game assets to have a market on Arbitrum One or Nova.
What is the Optimism Superchain?
Optimism's Superchain is a horizontal scalable network of chains that share security.
A permissionless, open source development stack that allows builders to build their own Layer 2 with the OP stack.
The Superchain infrastructure depends on all of the chains using the Optimism bridge to bridge assets back and forth from Ethereum Mainnet.
Because the chains are using the same bridge to bridge their assets to and from Mainnet, Optimism was able to build their own cross chain messaging protocol to allow for the OP chains to communicate between each other and facilitate the transfer between chains!
This concept reflects the @cosmos app-chain system, where assets are easily transferred between chains due to standardized cross-chain messaging.

One major project that has announced a commitment to build on the OP Stack so far is @coinbase's @BuildOnBase.
What's great about this announcement is that Coinbase has committed to contributing a portion of the sequencer revenue to funding the public good of the OP Stack
I believe that Orbit and Superchain will serve different purposes.
The L3 structure will be great for specific applications (like games), where the L2 "modular blockchain" system will be better for custom-built environments that require access to Ethereum's liquidity.
